I dont think USCIS is thinking that way. They are just picking a stack of application ( mix of all EB1 2 3 for all nationalities) and validating the applications to see if anything is missing or if there are potential reasons to deny it. If they can deny it they will do it promptly and that is one less case to be shown as pending. If they need additional info they will issue RFE and get updates. If they feel satisfied they can pre-adjudicate application and claim that count in their yearly review as acheivement.

Most likely this saga of retrogression will be decided in the next 2 to 3 months when Senate / House discuss the CIR. If by July end nothing happens, it will be a signal for us to leave. I know this will be a good news for some since the queue will get shorter, but who cares. This country "was" the best, but the next "best" country is likely to be from Asia. We all know it is either India or China...

Thanks lazycis, I mean no disrespect to anyone, just that I find it very difficult to understand some of the ways we all respond towards the events we don't understand. We all simply blame it on God.
And this is the oldest trick in the book of "religious folks". As soon as you question about the twisted belief like "God's protection over this land", some "protecter of God" will throw at you, "people who beleiev in God, will find him". The question is not whether the God exists or not, the question is,
"God's protection over this land"? When we are all children of God, then why would God only protect "only this land". Why not protect other lands where other children of God lives. I think that "God's protection over this land" is a thought from a very inferior mind.

I own a house and haven't even applied for I-485. My PD is Sep 07. It's been almost 2 yrs since my purchase and I couldn't be happier.
I am thinking of buying a home without waiting for GC approval. I am EB3 I with PD 2006. No hopes of GC in near future. Just want to see the trend....

I know, it is unfair and frustrating. But from legal point of view, you are mixing Employment Laws with Immigration Laws.

Say we have a page on IV that lists all the members with names, GC applied on, wait time to date, company working for. Accompanied by any info that makes this look authentic like SRC number .. or something (need not be displayed, but can be in database).
We could then get some graphs and statistics based on these figures and pass it on to lawmakers, other people who need to be influenced.
This way we have all teh facts .. rather than arbitrary data like:
"Today the system takes anywhere between 6-12 years to grant Green cards to some of the best and brightest of the world who have chosen America as their future home."

I don't understand why people take offensive about expressing thoughts that has no bearing/ insulting towards anybody. I think using his/her language gives a person a powerful tool to express the emotion in a positive way. I think it shouldn't matter, if the person doesn't have ill feeling towards anybody.
This forum is nothing but a virtual place where like minded people mingle and discuss their sorrows and excitement; if somebody uses some other language to express feeling shouldn't have negative bearing on anybody. Of course, brief explanation in English is certainly helpful.
So far IV has enough people in almost all languages who can point out the trash or curse words that alerts other members who in turn can coordinate with admins to weed out those members from community.
I think these folks are better than the members who use the wild characters to trash talk all the time.
In my experience, I have seen the poetic folks are strong motivators and most of the folks that write these beautiful stanzas are selfless workers towards the community.
In short, I think we should not veraciously criticize these gentle folks.. Be kind to them.

We can surely talk to our peers in any language, but writing for general information exchange on a public forum in our language may lead to regional labelling of our forum, which we don't intend.

FYI -- what is I-9 and what does the employer need to do for that?

It is a very simple form to verify that the employee is legally authorized to work. Every employer/HR department must have one of these for every single employee. Employers who do not deal with immigrants (like your future employer), do not pay attention to it, but they still are required to have this on file. This form is not filed with any agency, it is just on file with the employer and occassionally DOL (or probably DOS, i am not sure) may ask for it, and they have to show it to them. (like your tax documents).
Once you look at this simple form, you will know what it is for.
Good Luck for your future career.

Also we cannot deny that Corporations also reason for putting the h1b restrictions. Why Indian consulting companies applying thousands of H1b in one day? I doubt usage of number h1bs are atleast 50% They were also wasting lot of h1bs just by applying and staying in India waiting for Job opportunity materialise but here many companies could not get persons for many projects. Some solution is needed for this issue for proper utilization of H1bs. Corporations could have suggested some solution for this if they are really responsible.
According to lot of estimates 100k new jobs are created and if we include retiring people and rotating people real new requirement will be 150k persons including H1b and L1. H1b numbers(115-180K) in the Senate bill are fine according to Industry estimates if industry is just using for new jobs and vacancies of old jobs without replacing current workers. It is too much restrictive in the bill but someone has to suggest alternative solution for the current problems. If they just remove the restrictions when they open new H1b cap will be reached within few days again corporations lobby for more H1bs.

Indian salaries are increasing 10-20% every year, and Dollar is going down (down 20% in 6 years, 40% including indian inflation), very soon there will be no advantage in coming over here, and you are worrying about future H1s having trouble getting GC?

Sure, your point is very much valid. What I understand from the Freakenomics experiment and EB3I behavior with respect to IV is that only a few folks have the perseverance to go all the way from D to B.
Take 100 folks with C grade and give them the $50 offer for B. May be 80% will reach that goal. (I do not recall the actual results of the experiment).
Take 100 folks with D grade and give them the $50 offer for B. Ideally we should see 80% of folks improving their grade to a C (one level up). But in real life only may be half as much (40%) will actually improve their grades to a C.
An important difference here is, no matter how many participate in this campaign in DC, we all move up a grade at some point.
We will all move a few years sooner if we try, and years later if nobody tries anything. (But we will still move!)
Folks just need to decide: what's more preferable? Slower of faster?

First of all learn to "conduct" yourself in public before working for the semi conductor industry. What is gulti mentality pls explain? Second of all you chose to come here with the constraints that were imposed on you, did you have the balls to question the immigration officer as to why your wife could not work? When you want answers for your question there is a method for asking it, pls follow that method and you will get your answers, there are more people willing to help here than you will find anywhere. 1. Your spouse can't work . Think about their self esteem and self respect they are loosing.
2. You don't know about your future if tomorrow you loose your job , you will be kicked from this country.
Tell me what is hell then ? Don't think its just about counting dollars , think about your life stability and about your family members too. Try to come out of Sambhar-Rice world(thats the way you save money here and call US heaven). Live with pride ,ok . Fight for being treated like H1 ( HIGHLY SKILLED PROFESSIONAL) not slaves.
